The Early Childhood Special Education Process:

For Teachers:

  • If you have a concern about a student, talk with the parent(s) about your concerns and ask if they have similar concerns.

  • Get the parent's permission to make a referral to special education.

For Parents:

  • Talk with your student's teacher, doctor, and other caregivers.

  • Get in contact with special education staff and share your concerns.

Once a referral is made:

  • Special education staff will set up a time to meet with the family, discuss concerns, and possibly get to know your family's history as it relates to the child's life.

  • If the team (that includes the parent) decides formal assessment should take place, the staff will write up a permission document and start assessment after parental written consent as been received. Assessment is done to determine a child's educational needs.

  • Once assessment is complete, a meeting will be held to discuss the results.

  • If the child qualifies for services under MN State Eligibility criteria a plan will be written that will have goals that are individualized to help the child be successful in their educational environment.
